1            Declaration of Opening / Acknowledgement of Country

The Presiding Member, Mayor Emma Cole declared the meeting open at 6pm and read the following Acknowledgement of Country statement:

 

“The City of Vincent would like to acknowledge the Traditional Owners of the land, the Whadjuk people of the Noongar nation and pay our respects to Elders past, present and emerging”.

 

The Presiding Member, Mayor Emma Cole provided the following introduction to the meeting:

 

“Good evening everyone and welcome to our Annual General Meeting of Electors.

 

The purpose of this meeting is twofold – firstly, to receive the City’s 2017/18 Annual Report and secondly, to provide electors with an opportunity to raise any general business or motions relating to the City of Vincent.

 

To speak or vote at this meeting you must be an elector of the City of Vincent. If you are not an elector then you are welcome to remain in the Chamber as an observer to the proceedings.

 

Every elector present has one vote on each matter to be decided at the meeting, but voting is not compulsory.

 

All decisions at this meeting are to be made by a simple majority, meaning more than 50% of the votes in favour of the motion. The mover and seconder for all decisions will be recorded in the minutes of meeting, with votes being recorded as simply ‘Carried’ or ‘Lost’ based on a show of hands.  

 

The procedures for tonight’s meeting have been outlined on page 4 of the agenda papers, which are available online and have also been placed around the Council Chamber.

Speakers at tonight’s meeting will need to come forward to the microphone and please state their name and address and address the meeting through me, the Presiding Member. All speakers are asked to keep their questions and comments respectful and relevant to the business of the City of Vincent.

 

If you wish to move a motion at tonight’s meeting, then I would ask that you please submit it in writing. Motions will need to be seconded by another elector before they can be debated. A form to submit your Notice of Motion was available online and also here at the meeting tonight.

 

Please note that decisions made at tonight’s meeting are not binding on Council. Rather, Council will consider tonight’s decisions at its next practicable meeting. Depending on the number and nature of motions this evening, this will be at either the Council Meeting next week, or the March Council Meeting.

 

With that introduction, I would like to call for a mover and seconder to receive the 2017/18 Annual Report.

4            General Business

4.1          Marie Slyth – West Perth

    

 

Ms Slyth  submitted the following motion:

Moved: Marie Slyth , Seconded Paula Day

Given that the City has committed to taking a proactive approach to Character retention, I wish to suggest that the Cleaver Precinct be considered as a suitable area to trial any suggested approach to engage and assist residents in identifying Character Retention Areas.

4.2          David McDermont – Perth

    

 

Mr McDermont submitted the following motion:

The City of Vincent develop a masterplan for Robertson Park as soon as possible, and that it be based on meaningful consultation with local residents and the broader community to ensure that the environmental, recreational, cultural and heritage values of Robertson Reserve are respected, developed and maintained.

4.3          Dudley Maier – Highgate

    

 

Mr Maier submitted the following motions:

Motion 1:

In order to ensure that community submissions are given the due respect that they deserve, we request that where the community provides submissions on non-planning issues, those complete submissions are attached to any report going to council with only the redactions of inappropriate or defamatory language, or which may identify a person who does not wish to be identified, and that the administration’s response is included for every point made.

Motion 2:

That the agendas for all Council workshops be published on the City’s web site and that the workshops be open to the public, subject to the normal provisions regarding confidentiality for personal reasons or to protect the City’s commercial interests.

Motion 3:

Moved: Dudley Maier , Seconded: Cr Harley

We request that future budgets contain more details about the operating budgets so that the community has greater visibility as to where their money is being spent, and to allow the community and Council to better assess financial performance. The breakdown should include, as a minimum, employee costs (e.g. insurance, stationary, training etc.), and individual programs, projects or activities undertaken by each section.

We request that the Community Consultation Submission form for planning items revert the previous layout which included columns for ‘Design Principles or Objectives’ and ‘Deemed-to-Comply’ standards, rather than the current practice of having a column headed “Required”.

Motion 5:

That the Chief Executive Officer be requested to make public the draft minutes of all Council and committee meetings within three business days of the meeting rather than the current practice of releasing them at the latest time allowed for in the Act.

Motion 6:

That the administration investigate producing meeting agendas in the format that allows community members to just download the report they are interested in, and that a simple index be provided on the web which provides links to individual items.

4.4          Marie Slyth – West Perth

    

 

Ms Slyth made the following statements:

·         Raised concern regarding traffic speed in Carr Street.

·         Stated that the character streetscape is continuously affected by heavy vehicles using the street.

The Presiding Member Mayor Emma Cole thanked Ms Sylth for her comments and advised that the City is about to embark on a 40km trial in the southern suburbs and I raised with the CEO whether the signage that is used for the trial could then carry over into the existing 40km Clever Precinct

 

 

4.5          Chris Hair – Perth

    

 

Mr Hair made the following statements:

·         Thanked Council and staff for the year’s efforts.

The Presiding Member Mayor Emma Cole thanked Mr Hair for his comments.

 

 

4.6          David McDermont – Perth

    

 

Mr McDermont submitted the following motion:

The City of Vincent adopt planning precincts with public plans as part of its future planning processes.

4.7          Peter Le – Highgate

    

 

Mr Le submitted the following questions in writing prior to the Annual General Meeting of Electors, which were read by the Presiding Member Mayor Cole:

·         I submitted a query to the City on 11 October 2018 regarding the two way implementation on William St from Newcastle St to Brisbane St. The Council Member Request number is D18/151352. I have not received anything further to date.

·         Does the City have any strategies to reduce graffiti within the City? The laneways around Highgate are of particular concern. Please see photo attached.

·         Given the City currently spends approximately $500,000 in external legal fees, the City could make some significant savings by hiring an in-house lawyer. Local Governments that do have in-house lawyers are Wanneroo, Joondalup, Stirling, Rockingham, Canning, Kwinana, Melville, Busselton, Town of Claremont.

The Presiding Member Mayor Emma Cole advised that the questions would be taken on notice and a written response provided in the report to Council

 

 

In accordance with section 5.33 of the Local Government Act 1995, these motions will be considered by Council at the next practical Ordinary Council Meeting, which is the 5 March 2019 Ordinary Council Meeting.

 


 

5            Closure

There being no further business, the Presiding Member, Mayor Emma Cole, declared the meeting closed at 6.55pm with the following persons present:
