1 Declaration of Opening / Acknowledgement of Country

The Presiding Member, Emma Cole, declared the meeting open at 6.32pm and read the following Acknowledgement of Country statement:

“The City of Vincent would like to acknowledge the Traditional Owners of the land, the Whadjuk people of the Noongar nation and pay our respects to Elders past, present and emerging”.

Cr Jonathan Hallett is on an approved leave of absence from 20 October 2019 to 25 October 2019.

5.1 Election of Deputy Mayor

Recommendation:

That Council elects __________________ as Deputy Mayor for a term expiring at the start of the first meeting of Council following the next ordinary local government election, which will be on 16 October 2021.

Council Decision Item 5.1

Mayor Emma Cole advised Council that only one nomination had been received for the position of Deputy Mayor, from Cr Susan Gontaszewski. Mayor Emma Cole called for any further nominations but none were forthcoming. Mayor Emma Cole accepted the nomination and Cr Susan Gontaszewski was therefore elected unopposed to the position of Deputy Mayor.

Moved: Cr Alex Castle, Seconded: Cr Joanne Fotakis

That Council elects Cr Susan Gontaszewski as Deputy Mayor for a term expiring at the start of the first meeting of Council following the next ordinary local government election, which will be on 16 October 2021.

Carried Unanimously (8-0)

For: Mayor Cole, Cr Gontaszewski, Cr Castle, Cr Fotakis, Cr Loden, Cr Smith, Cr Topelberg and Cr Wallace

(Cr Hallett was on approved leave of absence for the Meeting.)

Cr Susan Gontaszewski then read aloud and signed the Declaration by Elected Member of Council for the position of Deputy Mayor.

5.2 Appointment of Mindarie Regional Council and Tamala Park Regional Council representatives

That Council:

1. APPOINTS the following Elected Member to represent the City of Vincent on the Mindarie Regional Council for the term 22 October 2019 to the next ordinary local government election, being 16 October 2021:

Mayor Emma Cole called for further nominations but none were forthcoming. Cr Joanne Fotakis was therefore elected unopposed to the position of Alternative Member to the Tamala Park Regional Council.

Cr Joanne Fotakis and Cr Ashley Wallace were therefore elected unopposed to the position of Member of the Western Australian Local Government Associate (WALGA) – Central Metropolitan Zone.

The Chief Executive Officer advised Council that no nominations had been received for the position of Deputy Member of the Western Australian Local Government Associate (WALGA) – Central Metropolitan Zone. Mayor Emma Cole called for any further nominations but none were forthcoming and therefore no Deputy Members were elected.
